Carol Jimenez, JD, is Deputy Director of the Office of Minority Health (OMH) at the U.S. Department of Health and Human Services (HHS). The Office of Minority Health is dedicated to improving the health of racial and ethnic minority populations through the development of health policies and programs that help to eliminate health disparities. She has served as Deputy Director of OMH since November 2014.

Ms. Jimenez is an attorney with more than 30 years of success expanding access to high quality, affordable health care for vulnerable populations.  Immediately prior to joining OMH, Ms. Jimenez worked at HHS’s Center for Consumer Information and Insurance Oversight (CCIIO), which leads implementation of the Affordable Care Act.  At CCIIO, she directed the successful on-time implementation of the Medical Loss Ratio (the 80/20 rule) program, which resulted in $1.1 billion in rebates to 12.8 million consumers in its first year. As Deputy Director of CCIIO’s Consumer Support Group, Ms. Jimenez also directed the development of the consumer assistance programs for the Health Insurance Marketplace, which led to more than 28,000 assisters helping consumers nationwide in its first year.  She also served as Senior Advisor to the CCIIO Director’s office.

Previously, Ms. Jimenez was Supervising Attorney and Director of Litigation for the Center for Health Care Rights in Los Angeles and was one of the founders of and counsel to California Health Advocates. She owned a law and consulting firm focused on health coverage and health care systems, and served as a California Deputy Attorney General, focusing on the business practices of health plans, health insurers and financial institutions. Ms. Jimenez has testified before Congress and the California legislature, argued cases before the federal Ninth Circuit and California Supreme Court, served as an Adjunct Professor at the University of California, Los Angeles School of Law, and lectured to and trained thousands of attorneys and advocates nationwide. 

Ms. Jimenez received her undergraduate degree from the University of Rochester and her law degree from Georgetown University.
