Christine Huong Montgomery

Christine Huong Montgomery has nearly 30 years of extensive domestic and international experience that spans budgeting, human resources, contracting, administrative operations, program management and related functions. Since 2005, Ms. Montgomery has played a pivotal role at the U.S. Department of Health and Human Services (HHS) Office of Minority Health (OMH). Ms. Montgomery advises the HHS Deputy Assistant Secretary for Minority Health and OMH Deputy Director on policy, budget, operations and internal control systems to ensure alignment with HHS priorities and performance measures,; develops and manages contracts and interagency agreements; coordinates budget formulation and execution; and develops expenditure controls and monitor expenditures. She also manages the availability and use of financial, human and other resources by serving as the primary advisor on interpretation of personnel management guidelines and ensuring concordance of policy, budget, human resource and other administrative actions with OMH operational goals/objectives.

Previously, Ms. Montgomery worked at the Centers for Disease Control and Prevention (CDC) in various capacities. Within the CDC Office of Minority Health and Health Disparities Office of the Director, she was responsible for working with senior staff to review and analyze executive and departmental directives, support policy implementation, advance departmental and CDC initiatives, and implement programs to improve minority health. She advised the Director and Deputy Director on matters related to budget and resource planning and on the development and execution of reports, policy and planning. At the CDC National Institute for Occupational Safety and Health, Ms. Montgomery analyzed and evaluated program effectiveness; managed administrative and personnel actions, and workflow; monitored administrative and personnel and resource management programs; managed the Office of Administrative and Management Services operating budget; and maintained performance management and evaluation systems.

Ms. Montgomery brings expertise in managing and bolstering the work of the U.S. government overseas. She supported various Commanding Generals and Chiefs of Staff with the Civilian Personnel Directorate in Germany in myriad positions, including as supervisory administrative specialist, personnel program specialist and personnel management specialist, providing management advisory and technical support to the Director. In these roles, she managed a wide variety of issues involving employment policy, training, benefits, allowances, tour extensions, performance management, incentive awards and civilian deployment issues. Ms. Montgomery also worked at the U.S. Agency for International Development, where she served under the Vice President for the East/South Africa Division, performing logistical, procurement, travel, transportation and administrative activities to support field project managers, consultants and Paris Office assignments. She served as Office Manager and represented the Deputy Mission Director, conveying tasks, policies and actions to 10 Division Chiefs. She also served as Senior Administrator and as a consultant to the USAID local clerical/technical staff.
