The North Dakota State Department of Health Office for the Elimination of Health Disparities (OEHD) heads statewide efforts to address health disparities. The Office works with state health programs, external coalitions, national organizations, federal and state offices of health, and tribal community health organizations to improve services for large underserved populations on American Indian reservations.

The purpose of the State Partnership project is to improve the health of minority populations, particularly that of American Indians. This population suffers more serious health problems, particularly in the areas of diabetes and oral health, than any other population in North Dakota. The project will address the lack of access to quality care, and the lack of communication between stakeholders. Project interventions include, but are not limited to, networking with public health entities, increasing the number of culturally sensitive materials in the resource library, increasing provider and organizational utilization of cultural competency assessment materials, developing statewide resource assessment at different levels to identify availability of programs and the service gaps that exist for the underserved populations, and reducing barriers to health services. The project expects the interventions to improve state and territory-wide planning, coordination, collaboration and linkages among public and private entities that address minority health disparities. Additional expected outcomes include improving collaboration among different public health offices that benefit minority health, and promoting and implementing evidence-based approaches and programs to address minority health problems. A consultant will work with program staff on the evaluation. The consultant will advise the staff on the selection of evaluation methods and design, as well as data collection and analyses.
