The National Black Leadership Commission on AIDS (NBLCA), founded in November 1987, is the oldest and largest not-for-profit organization of its kind in the United States. NBLCA's mission is to educate, organize and empower black leaders, including clergy, elected officials, medical practitioners, business professionals, social policy experts and the media, to meet the challenge of fighting HIV/AIDS and other diseases in their local communities.

The National Black Leadership Commission on AIDS' (NBLCA) NUCA project will address the low accessibility of health care services for HIV/AIDS and high incidence of HIV/AIDS in African-American communities, particularly those with high-risk individuals, such as men who have sex with men, youth and transgender individuals. NBLCA will employ its proven Leadership Mobilization Model, which is a culturally competent approach to community mobilization that provides a structured and systematic community level model to mobilize local communities. The model establishes a permanent public health structure that educates, organizes and mobilizes HIV/AIDS prevention services and encourages community organizations, health departments and other community stakeholders to jointly develop and implement mobilization activities to strengthen community access to and utilization of HIV prevention, testing and care services.
The intended outcomes of this project include increased capacity to provide HIV/AIDS services within black communities, increased utilization of HIV and other STD prevention services and increased awareness of HIV/AIDS services. In order to determine if such outcomes are reached, pre and post tests and surveys will be used, data will be collected on a range of performance measures, including changes in the knowledge and awareness of HIV/AIDS issues and services and the number of capacity building activities completed and the leadership support for HIV/AIDS awareness activities and campaigns will be documented.
