The Delaware Office of Minority Health's (DOMH) mission is to promote and advocate for the elimination of health disparities among all racial and ethnic minority and other underserved populations in Delaware. The DOMH has facilitated several partnerships between the Delaware Division of Public Health and community-based, minority-serving organizations local hospitals, health centers and academia. The DOMH is charged with providing technical support to DPH leadership on strategies, interventions and policies for improving the health status of minorities in the state.

The State Partnership project seeks to improve minority health status and facilitate the elimination of health disparities statewide. In Delaware, African American and Hispanic men, women and babies are diagnosed later and die sooner from most chronic disease more often than whites. Disparity ratios of 1.5 or higher exist in the case of 10 diseases. To address these issues, this project will identify data gaps for minority health indices, create a multicultural and multi-disciplined consortium that provides expert advice on relevant health disparities and other minority health issues, and promote diversity and cultural and linguistic competency among the state's health care workforce. The intended outcomes include improved minority health, increased number of community-based partnerships to address related social determinants of health, improved cultural and linguistic competency in Delaware's healthcare workforce and a reduction in health disparities.
To determine if such outcomes are reached, the project will collect data on a range of performance measures, including the number of individuals who receive appropriately-translated educational materials, the number of individuals who receive health referrals as a result of community-based health screenings, the number of interactions with social media forums, the percentage increase in the recruitment and retention of racial/ethnic minorities in the health care workforce, the number of public policies developed that address minority health concerns, and the number of individuals reporting improved communications with health care providers, among other performance measures. A database will be developed that will document and track the progress toward meeting each objective.
