The Office of Multicultural Health (OMH) is a shared policy office within the California Department of Public Health (CDPH) and the Department of Health Care Services (DHCS). The OMH serves as a focal point in both departments for improved planning and coordination of activities and programs related to racial and ethnic populations in California, and as a liaison between both departments and outside stakeholders. The OMH has a 21-member multicultural health advisory council, which advises the Departments and Directors on multicultural health issues.

The California Office of Multicultural Health's (CAOMH) aims to improve access to quality health care and reduce health disparities among racial and ethnic populations in California. Minority populations of California suffer from health disparities, particularly those associated with chronic diseases. To address this issue, CAOMH plans to conduct research to enhance the availability of accurate data on the differences in health status, access to care and the provision of health service across all segments of the population. It will also act as a community voice to inform policies and programs of evidenced-based practices and collaborate with workgroups to provide recommendations for eliminating health disparities. An evaluation will be conducted to determine the effectiveness of this project. Pre/post tests and surveys will be developed to assess participants' knowledge change before and after the project, and tracking logs and sign in sheets will be used to monitor technical assistance and consultations provided, as well as data requests submitted.


  • Increased awareness, education, and outreach to address racial/ethnic minority health and health disparities problems
  • Improved access to, and appropriate utilization of, health and other community-based services and systems through user-centered design for racial/ethnic minorities (e.g., health IT, culturally/ linguistically appropriate services, service provider education/ training, workforce diversity)
  • Strengthened leadership and coordination to leverage resources and enhance effectiveness and efficiency of individual and collective efforts (including, but not limited to, research and data)
