Abstract

The purpose of the Circulo de Salud program is to provide a continuum of services to Latinos who are at a high risk for HIV infection in New York City due to substance use or a history of corrections. Specifically, the program will address the lack of community support for these individuals due to stigmatization and other factors, misperceptions of personal risk, and social, cultural, and linguistic barriers to social and health services. To this end, the Latino Commission on AIDS has formed a partnership with Union Settlement, EXPONENTS and Mount Sinai Comprehensive HIV Center. The Commission and partners will conduct education and outreach activities to engage high-risk individuals and their families, as well as refer these individuals to any of the services and programs offered by the network of organizations. The intended outcomes of this project is to reduce health disparities in HIV/AIDS infection for Latinos with histories of drug use or incarceration, increased social support among the families and social networks of these individuals, and enhanced services to address the social determinants of health that impact this particular population. Additionally, these individuals will also gain a more accurate sense of their risk of infection. In order to determine if such outcomes are reached, data will be collected on a range of performance measures, including the number and types of referrals being made, the number of individuals using the different services, and self-reported HIV risk. Formative assessment and community mapping will be used in data collection.
