Project: Nevada Office of Minority Health National CLAS Standards and Minority Insurance Enrollment Program
Amount: $150,000

The mission of the Nevada Office of Minority Health is to improve the quality of health care services for members of minority groups; to increase access to health care services; to seek ways to provide education; and to address, treat and prevent diseases and conditions that are prevalent among minority populations.

Project Abstract

The Nevada Office of Minority Health National CLAS Standards and Minority Insurance Enrollment Program consists of two projects: the Statewide Project on National CLAS Standards Adoption and the Project to Increase Health Insurance Enrollment in Racial and Ethnic Minority Populations.
The Statewide Project on National CLAS Standards Adoption will modify the state of Maryland Office of Minority Health’s CLAS Primer for use in Nevada. The Nevada Office of Minority Health will provide technical assistance to private and public health care agencies on the National CLAS Standards to improve statewide inclusion of the standards in health care strategic planning.
Strategies include:

  • Create a survey for baseline data and pre-/post-test surveys
  • Create the Nevada Primer and pre-/post-test surveys
  • Conduct a baseline data survey
  • Conduct educational outreach on the National CLAS Standards and Nevada Primer
  • Plan coalition and agency support to increase consumer satisfaction with receiving culturally and linguistically appropriate services
  • Increase the design of health care systems to minimize barriers for racial and ethnic minority consumers

The Project to Increase Health Insurance Enrollment in Racial and Ethnic Minority Populations will increase the number of racial and ethnic minority Nevadans with health insurance by 25,000 in each year of the grant. Targeting health care agencies, health care professionals and minority groups, this project seeks to facilitate access to health insurance for minority community members and increase the use of the National CLAS Standards. 
Strategies include:

  • Obtain baseline data
  • Create a health insurance database and insurance survey
  • Create a module for the Nevada CLAS Primer specifically on health insurance enrollment through Nevada Health Link
  • Provide outreach on minority health insurance enrollment (through enrollment assisters, navigators and National Health Link) to increase public awareness about culturally and linguistically appropriate services and expectations of service during insurance enrollment
  • Increase the number of health care workers who understand why and how to enroll minority community members in health insurance
  • Transform the health care and insurance systems to minimize barriers for racial and ethnic minority consumers in obtaining and successfully using health insurance

Using qualitative and quantitative data collection through technical assistance, pre- and post-intervention surveys and database tracking, the project will determine the evidence of the interventions’ effectiveness.
Objectives

  • Increased awareness, education and outreach to address racial/ethnic minority health and health disparities problems
  • Improved access to, and appropriate utilization of, health and other community-based services and systems through user-centered design for racial/ethnic minorities (e.g., health IT, culturally/ linguistically appropriate services, service provider education/ training, workforce diversity)

  • Increase the proportion of persons with health insurance
