The Office of Minority Health (OMH) announces the availability of funds for Fiscal Year (FY) 2023 under the authority of 42 U.S.C. § 300u-6 (Section 1707 of the Public Health Service Act) for the Health Equity Leadership Development Initiative.

The Health Equity Leadership Development Initiative aims to address the gap in federal fellowship opportunities for individuals interested in working at the U.S. Department of Health and Human Services (HHS) to advance health equity and address the social determinants of health through health policies, programs, and practices. Recipients of this award will implement a fellowship program at HHS to provide training in health equity issues and leadership to early career individuals to improve the health of racial and ethnic minority and other disadvantaged populations. This initiative is expected to support existing efforts to promote diversity, including racial and ethnic minorities, in senior positions within HHS agencies by providing professional development and career pathway opportunities.

Racial and ethnic minority and other disadvantaged populations suffer disparities in health services utilization. Experts have noted that ensuring diverse public health and healthcare workforce is a key strategy for increasing access to and quality of healthcare for vulnerable populations and decreasing health disparities. Efforts to establish, promote, and conduct health equity training programs are an important mechanism for achieving a diverse public health and healthcare workforce. This initiative is expected to develop a cadre of diverse health professionals with leadership skills and competencies necessary for improving the health of racial and ethnic minority and other disadvantaged populations.

OMH expects recipients of awards under this initiative to:

  • Develop and implement a Health Equity Leadership Development Project.
  • Provide fellowship project management and oversight.
  • Implement a process and outcomes evaluation.
  • Document and disseminate project findings.
  • Develop a disparity impact statement.

National Lupus Outreach and Clinical Trial Education Program

The Office of the Assistant Secretary for Health (OASH), and the Office of Minority Health (OMH) announce the availability of funds for Fiscal Year (FY) 2023 under the authority of 42 U.S.C. § 300u-6 (Section 1707 of the Public Health Service Act) for the National Lupus Outreach and Clinical Trial Education Program.

Projects funded under the National Lupus Outreach and Clinical Trial Education Program will demonstrate the effectiveness of interventions for increasing racial and ethnic minority enrollment and retention in lupus-related clinical trials. Projects are intended to identify and sustain effective interventions that advance clinical trial diversity and to ultimately result in reduced lupus-related health disparities experienced by racial and ethnic minority populations.

OMH has supported programs to address lupus disparities since 2009. The lupus program has helped to improve lupus awareness, diagnosis, and treatment through increased collaboration among lupus organizations dedicated to research, education, support, and advocacy; improved outreach and education efforts in the community; and engagement of healthcare providers, educators, and health professions schools. This initiative will target individuals, patients, communities, and practicing professionals in geographic areas and populations where lupus is more prevalent.

OMH expects funded projects to meet the following expectations:

  • Develop public-private and community partnerships.
  • Adapt and implement an existing OMH-funded intervention to increase minority participation in clinical trials.
  • Demonstrate increased enrollment in lupus clinical trials.
  • Implement a process and outcomes evaluation.
  • Document and disseminate project findings.
  • Develop a disparity impact statement.

Center for Indigenous Innovation and Health Equity

The Office of the Assistant Secretary for Health (OASH), and the Office of Minority Health (OMH) announce the availability of funds for Fiscal Year (FY) 2023 under the authority of 42 U.S.C. § 300u-6 (Section 1707 of the Public Health Service Act) for a Center for Indigenous Innovation and Health Equity (CIIHE).

The CIIHE will support efforts, including research, education, service, and policy development, to advance sustainable solutions that address indigenous health disparities and advance health equity in American Indian and Alaska Native (AI/AN) and Native Hawaiian and Pacific Islander (NHPI) populations. Applicants will be required to address only one of the two focus populations per application.

The CIIHE awards will function as a single coordinated initiative. Each award will focus on improving chronic disease outcomes such as obesity, hypertension, and diabetes in one of the two focus populations. A funded project may only address one focus population. OMH will facilitate the coordination and collaboration of project activities between the cooperative agreement recipients to support seamless program implementation.

OMH expects recipients of awards under this initiative to:

  • Identify and implement a culturally responsive framework.
  • Establish a CIIHE advisory board.
  • Establish new and strengthen existing partnerships with academic institutions, Indigenous leaders, and community partners.
  • Implement a rigorous process and outcomes evaluation.
  • Disseminate findings and results.
  • Develop a disparity impact statement.
  • Develop a sustainability plan.

Healthy Families Community-Based Perinatal Health Initiative

The Office of the Assistant Secretary for Health (OASH), and the Office of Minority Health (OMH) announce the availability of funds for Fiscal Year (FY) 2023 under the authority of 42 U.S.C. § 300u-6 (Section 1707 of the Public Health Service Act). The Healthy Families Community-Based Perinatal Health Initiative (COPHI) is intended to develop innovative models for integrating community-based maternal support services (COMSS) into perinatal systems of care. OMH announces the availability of $10,000,000 to support up to 10 awards, ranging from $975,000 to $1,250,000 annually for a project period of up to four years with the possibility of an optional competitive fifth year for transition to sustainability.

COMSS are social and supportive services that address social determinants of health (SDOH), such as health literacy; pregnancy, childbirth, and parenting education; cultural and linguistic diversity; exposure to trauma; housing, food, and transportation.

These services are provided during pregnancy, labor, and delivery and after delivery by trained individuals, such as doulas and community health workers. Integrating COMSS into perinatal systems of care will ultimately improve pregnant and postpartum people's health outcomes and reduce racial and ethnic disparities.

OMH expects recipients of awards under this initiative to develop a demonstration project that includes public, private, and community partnerships that will:

  • Develop and implement the COMMS integration model.
  • Establish a Collaborative Partnership to Support Integration of COMSS.
  • Integrate Healthy People 2030 and other measures into the development of the COMSS Integration model.
  • Implement a process and outcomes evaluation.
  • Identify, utilize, and disseminate best practices.
  • Develop a disparity impact statement.
