National Umbrella Cooperative Agreement Program
FY 2005-2009 Grantees

The National Umbrella Cooperative Agreement Program is administered by the Office of Minority Health (OMH), located within the Office of Public Health and Science of the U.S. Department of Health and Human Services (HHS). The OMH was created in December 1985 with a mission to improve the health of racial and ethnic minority populations through the development of policies and programs that address disparities and gaps. Consistent with its mission, the role of OMH is to serve as the focal point within HHS for leadership, policy development and coordination, service demonstrations, information exchange, coalition and partnership building, and related efforts to address the health needs of racial and ethnic minorities.

The National Umbrella Cooperative Agreement Program was implemented in FY 2005 as a strategic approach to increasing the diversity of the health-related work force, reducing health disparities and improving quality of care, and improving evaluation procedures and the collection and analysis of data for targeted minority populations. The use of the cooperative agreement funding mechanism facilitates the ability of HHS to partner with other Federal agencies in working with funded grantees to carry out a broad range of projects addressing these issues. It also enables funded grantees to collaborate with non-affiliated organizations to more effectively implement such projects. Expected project outcomes include increased interest of minority youth in pursuing careers in the health arena; increased number of minorities recruited and trained for careers in health fields; increased level of cultural competency of health care providers serving targeted minority populations; increased access to, and utilization of, health care services by targeted minority populations; improved collection, analysis, interpretation and dissemination of health data on targeted minority population; and increased number of organizations with the capacity to effectively evaluate project activities. In FY 2005, awards were made under the project categories of Health Disparities and Work Force Development.

The nine organizations identified in these fact sheets were awarded cooperative agreements for the five year period, September 1, 2005 through August 31, 2006. During this period of time, it is expected that a number of projects of national significance will be carried out by the organizations that are consistent with both their mission as well as the OMH purpose for which the award was made (i.e., Health Disparities, Work Force Development). Initially, each organization was awarded funds to support a one-year project, from September 1, 2005 through August 31, 2006. These fact sheets describe each of the nine cooperative agreement organizations and the one-year projects for which they received funds in FY 2005.
