Advisory Committee on Minority Health (ACMH)


The Advisory Committee on Minority Health advises the Deputy Assistant Secretary for Minority Health on ways to improve the health of racial and ethnic minority populations, and on the development of goals and program activities within the Office of Minority Health.

Establishment of the Advisory Committee on Minority Health was mandated by statutes of the Health Professions Education Partnerships Act of1998, P.L. 105-392, as amended by the Minority Health and Health Disparities Research and Education Act of 2000, P.L. 106-525.

Advisory Committee on Minority Health voting members are appointed by the Secretary from among individuals who are not officers or employees of the federal government and who have expertise regarding issues of minority health. The racial and ethnic minority groups are equally represented in the committee membership.

The Advisory Committee charter stipulates that the committee will meet, at a minimum, two times each calendar year, depending upon the availability of funds. Meetings are open to the public, except as determined by the Secretary or designee, in keeping with the guidelines under Government in the Sunshine Act, 5 U.S.C. 552b(c).

Assuring the Full Participation of Racial and Ethnic Minorities in Health Insurance Exchanges: Recommendations for Outreach and Enrollment [PDF | 146KB]
This report presents recommendations on how OMH and HHS can outreach to and engage diverse populations in the HIEs; it offers specific strategies that can be used to effectively educate and inform minority and other vulnerable communities about their options for health services that meet their needs. The following sources informed the outreach and engagement recommendations: presentations by the invited experts on HIEs;ii presenters’ supporting materials and recommendations submitted to ACMH; November 2012 meeting transcripts; and public comments on the implementation of HIEs.

Report: Reflecting America's Population: Diversifying a Competent Health Care Workforce for the 21st Century [PDF | 271KB]
In this report, ACMH focuses on diversifying and strengthening the health care workforce as a central component of addressing racial and ethnic health disparities, with the ultimate goal of effectively meeting the health needs of all individuals in our nation and U.S. territories. This report outlines the problems and issues that impede the diversity and competency of the health care workforce and provides recommendations for actions that will move the health care workforce towards better serving the country's diverse communities and tribal nations.

Advisory Committee's Recommendation Report on Assuring Health Equity for Minority Persons with Disabilities [PDF | 2.2 MB]
The HHS Advisory Committee on Minority Health has published their recommendations for improving the health of minorities with physical disabilities. This most recent report takes a look at this population and makes five key suggestions to raise awareness about minorities with disabilities and focused efforts that will improve research efforts and promote health equity.

The HHS Advisory Committee on Minority Health has published their recommendations for improving the public health, overall, and increasing health equity, which they suggest can be met through the establishment of federal health equity commission that would focus on sustainable progress in these areas.

The Advisory Committee on Minority Health submitted their report to Secretary Kathleen Sebelius with suggestions ensuring that health care reform meets health care needs of minority communities and eliminates health disparities.
